Typed transcripts of all interviews from 1969-1971. The interviews included such people as: Samuel Witwer, president of the convention; Wayne Whalen, chairman of the Committee on Style and Drafting and member of the Judiciary Committee; Dawn Clark Netsch, vice chairman of the Revenue Committee; Mary Lou Leahy, member of the General Government Committee; James D. Nowland, Republican state representative; and Peter Leigh, research fellow with the Legislative Council. Some of the lobbying groups included the Chicago Bar Association, Coroners Association, Illinois State Chamber of Commerce, Illinis Manufacturers Association, Illinois Agricultural Association, Illinois Oil Council and the League of Women Voters.

Convention called to write a new constitution to replace the 1870 Illinois constitution, with Samuel Witwer chosen as president. A Constitution Study Commission had been formed in 1965 to determine the need for a convention. The convention organized nine committees to study issues and organization of state government in order to update the old constitution.
